New regulations for new energy charging piles are coming: charging piles are included in 3C certification!

On December 16, the State Administration for Market Regulation issued the "Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Electric Vehicle Power Supply Equipment", officially including electric vehicle charging piles within the scope of 3C certification.

The "Announcement" sets a transition period of one year and five months, clarifying that from March 1, 2025, the relevant certification agencies will begin to accept certification entrustments; from August 1, 2026, electric vehicle power supply equipment that has not obtained the CCC certification and the certification mark shall not be factory, sold, imported or used in other business activities.

Charging pile 3C certification:

The full name of 3C certification is "China Compulsory Product Certification". The English name is ChinaCompulsory Certification, and the English abbreviation is CCC. It is also the unified mark used by the country for compulsory product certification. It is a product conformity assessment system implemented by the Chinese government in accordance with laws and regulations to protect consumers' personal safety and national security, strengthen product quality management. As the three-in-one "CCC" authoritative certification of National Safety Certification (CCEE), Import Safety and Quality Licensing System (CCIB), and China Electromagnetic Compatibility Certification (EMC), it is an advanced symbol of the China General Administration of Quality Supervision, Inspection and Quarantine and the National Certification and Accreditation Administration's integration with international standards, and is of irreplaceable importance.

All products included in the catalog of compulsory product certification must be certified by a nationally designated certification agency. After obtaining relevant certificates and adding certification marks, they can be shipped, imported, sold and used in business service places. On December 16, the State Administration for Market Regulation officially issued a document deciding to implement compulsory product certification management for electric vehicle power supply equipment. The specific time point is: starting from March 1, 2025, the designated certification agency will begin accepting CCC certification entrustments for electric vehicle power supply equipment. From August 1, 2026, electric vehicle power supply equipment that has not obtained the CCC certification and the certification mark shall not be factory, sold, imported or used in other business activities.

Charging pile 3C certification mode:

There are two modes of 3C certification for charging piles. The first is type testing + initial factory inspection + post-certification supervision (post-certification supervision refers to one or a combination of three methods: post-certification follow-up inspection, production site sample testing or inspection, and market sampling testing or inspection). The product certificate under this mode is valid for 5 years, and a new certificate can be issued within 90 days before expiration, so it is applicable to all manufacturers.

The second type is type test + 100% inspection. Applicable to electric vehicle power supply equipment with a quantity of no more than 5 units (sets) in the same batch, a sales contract has been signed and the sales purpose, customer, and product model have been determined. In the production process, the same raw materials and the same production conditions are used for electric vehicle power supply equipment. In this mode, the product certificate is valid for no more than 6 months and cannot be renewed. Therefore, it is only applicable to specific orders and highly customized charging piles.

1. 3C certification application process

1.1 Application and acceptance: The enterprise shall submit a written application to the certification body, fill in the application form and provide relevant documents and information as required. The certification body will determine whether to accept the application and notify the applicant based on the written application and documents provided by the applicant.

1.2 Document review: The certification body will review the applicant’s documents, including application form, technical documents, quality assurance documents, etc. After passing the review, the certification body will issue an acceptance notice to the applicant, notifying the applicant to send or send relevant documents and materials.

1.3 Sample testing: The applicant shall submit samples to the designated testing agency for testing. The testing agency will inspect the collected samples and fill in the acceptance report. For unqualified samples, it will issue a sample rectification notice and fill in the acceptance report after rectification. After the sample passes the test, the testing agency will transmit the experimental report and other information to the certification agency.

1.4 Factory inspection: For applicants who need to conduct factory inspection, the certification body will organize a factory inspection. Factory inspection includes product consistency inspection, factory quality assurance capability review, and comprehensive assessment of factory quality assurance capability and product consistency. After passing the factory inspection, the certification body will issue a factory inspection qualification notice to the applicant.

1.5 Conformity assessment: The certification body conducts a comprehensive assessment of the applicant's products based on the results of product testing, factory inspections, etc. After passing the assessment, the certification agency will issue a 3C certification certificate to the applicant.


2. Materials required for 3C certification

2.1 Application form: The applicant needs to fill in and submit the 3C certification application form, clarifying the name, model, specifications and other information of the product applying for certification.

2.2 Technical documents: including product instructions, circuit diagrams, BOM lists, key component lists, etc., to prove the technical performance and safety of the product.

2.3 Quality assurance documents: including enterprise business license, quality management system certification, product quality inspection report, etc., to prove the enterprise's quality assurance capabilities and product qualifications.

2.4 Samples: The applicant must provide a sufficient number of samples in accordance with the requirements of the certification body for product testing and factory inspection.

2.5 Other relevant documents: Depending on product characteristics and certification requirements, other relevant documents may be required, such as environmental certification certificates, energy-saving certification certificates, etc.

In the process of applying for 3C certification, the applicant should ensure that all documents and information provided are true, accurate and complete. At the same time, applicants should actively cooperate with the certification agencies and testing agencies to ensure the smooth progress of the certification process. By obtaining 3C certification, companies can prove to consumers that their products meet national safety, environmental protection, energy conservation and other requirements, improving the market competitiveness of products and consumer trust.
