On the evening of July 31, State Grid released the second batch of bidding documents for charging equipment in 2017, with a total of 9,789 sets of equipment, a significant increase from the first batch of 3,824 sets. Calculated based on the upper limit, the total amount of the second batch of bidding is about 640 million yuan, an increase of 2.7 times compared with the first batch, and DC charging piles account for more than 70%.

The State Grid’s second bidding for charging piles continues to involve a mix of AC and DC charging piles, with a total of 9,789 units (3,824 units in the first tender); including 6,948 DC charging piles (with a cumulative power of 457,000 kilowatts) and 2,841 AC charging piles (with a cumulative power of 20,000 kilowatts). Most of them will be delivered this year.

Regarding the overall bidding amount for the second tender of State Grid charging piles in 2017, since the bidding for DC charging piles gives a voltage range (no specific voltage value), we calculated based on the assumption that DC piles are 1.3 yuan/w and AC piles are 10,000/piece. The total scale of this bidding ranges from about 260 to 610 million yuan (a batch of charging pile bidding is only about 200 million yuan).

State Grid plans to deploy public fast charging stations, and 60KW DC piles have become a hot topic in this bidding. In the second batch of bidding for State Grid charging piles in 2017, there are 7 specifications of DC charging piles, calculated based on their respective upper voltage limits, which are 200.2/120.4/120/100.1/60.2/60/37.5KW. The top three specifications accounting for the total number of DC piles are 60KW, accounting for 85.8%; 120KW, accounting for 6.0%; and 60.2KW, accounting for 3.2%. 60KW high-power fast charging piles account for the majority of the number of DC piles tendered.

After analyzing the bidding purposes of 5,963 60KW charging piles, we found that most of them are used in public fast charging stations in cities (unlike a batch of bidding in which high-power charging piles are mainly used in charging service areas on highways). We believe that State Grid’s two bidding for charging piles reflects its balanced layout of urban fast charging stations and intercity highway charging networks, and represents State Grid’s industry positioning of focusing on fast charging in the charging pile ecosystem.

3. Bidder qualification requirements

3.1 Bidders and their bidding products must meet the following general qualification requirements:

(2) Under the same conditions as the specifications or more stringent than the specifications, the operation quantity or supply quantity of the bid products and their successful operation time meet the requirements of the bidding documents. (3) Outsourced raw materials, supporting components and externally commissioned processing and imported bulk components shall comply with the requirements of this bidding technical specification. If the country or industry has issued corresponding product standards, the bidder must obtain a type test report issued by the inspection and testing agency; if the country or industry has not yet released corresponding product standards, the bidder must obtain an inspection and testing report issued by the inspection and testing agency based on the State Grid Corporation of China's corporate standards. (4) Obtain valid licenses stipulated in national laws, regulations, departmental rules and standards. Obtain valid certification required by the bidding documents.

(5) Should have good financial status and business credit.

(6) If the legal representative or the person in charge of the unit is the same person or different units with a holding or management relationship, they shall not participate in bidding for the same tender package or the same tender project without divided tender packages.

(7) According to the "Management Rules for the Treatment of Bad Behavior of Suppliers of State Grid Corporation of China", if the bidder is the original manufacturer, there is no bad behavior that will cause the bidder to be suspended or disqualified from winning the bid and it is within the validity period of the treatment; if the bidder is an agent, the original manufacturer of the products it represents If the bidder accepts outsourcing, the supplier of the outsourced products of the bidder does not have any bad behavior that would cause it to be suspended or disqualified from winning the bid, and it is within the validity period of the processing.

The invested products should have a valid type test report issued by a nationally recognized product inspection and testing agency (with CMA and CNAS qualifications). The output voltage range of the test samples should all cover the response value of the invested product and the output current specification should not be less than the response value of the invested product (the response value of the output voltage range of the invested product should all cover The demand value of the bidding product and the output current response value should not be less than the demand value of the bidding product); the inspection standards should include: GB/T18487.1-2015, GB/T20234.1-2015, GB/T20234.3-2015, GB/T27930-2015, NB/T 33001-2010, Q/GDW 1591-2014, the test items should include the items listed in Section 4.6 of Q/GDW 1591-2014.
