Anhui: Simplify the approval procedures for charging and swapping facilities and release six new measures

On March 26, the Anhui Provincial Automobile Office, in conjunction with the Development and Reform Commission, the Provincial Energy Bureau, and the Provincial Department of Natural Resources, jointly issued the "Notice on Further Simplifying and Optimizing the Registration and Construction Approval Procedures for Charging and Swapping Infrastructure Projects" (hereinafter referred to as the "Notice"). In order to promote the construction of charging infrastructure, the approval process was further optimized and six new measures were finalized: Measure one Easy online filingCharging and swapping infrastructure projects that need to be registered must complete the project registration through the Anhui Province Investment Project Online Approval and Supervision Platform. Departments at all levels are not allowed to set pre-registration conditions that violate the construction of a national unified market, such as project units must register locally.Measure twoCancellation of registration for personal installation of non-operational facilitiesIndividuals who install non-operational charging and swapping infrastructure in their own parking garages and parking spaces, as well as existing parking spaces in residential areas, party and government agencies, enterprises and institutions, do not need to go through project registration.Measure threeSimplify multi-scenario approval process1. Construction and operation of charging and swapping infrastructure in existing parking spaces does not require construction approval procedures.2. To build, renovate or expand charging and swapping infrastructure within the red line of transferred construction property rights, there is no need to apply for a construction land planning permit, construction project planning permit and construction permit.3. When constructing charging and swapping infrastructure in existing refueling (gas, hydrogen) stations and gas supply and distribution stations, the "Technical Standards for Automobile Refueling and Hydrogenation Stations" (GB50156-2021) and "Technical Standards for Distributed Charging Facilities for Electric Vehicles" (GB/T51313-2018) must be strictly implemented, and a "Safety Status Evaluation Report" issued by a qualified third-party agency for reference. There is no need to apply for a construction land planning permit, a construction project planning permit, and a construction permit.4. When constructing urban public parking lots (buildings), there is no need to apply for a separate construction land planning permit, construction project planning permit and construction permit for the simultaneous construction of charging and swapping infrastructure.5. Those equipped with charging and swapping infrastructure canopies and other safety protection ancillary facilities do not need to submit separate applications for approval.
Measure fourEstablish a joint approval service windowCities, counties (districts) should set up joint approval service windows for charging and swapping infrastructure construction projects in local government service halls. For projects that need to be submitted for construction approval by natural resources, housing and urban-rural development, urban management and other departments after filing, "one-stop acceptance, parallel approval, and time-limited completion" should be achieved.Measure fiveStrengthen electricity security1. If an individual installs charging infrastructure in a self-owned parking space in a residential area or a fixed parking space with the consent of the owner of the parking space and a lease period of more than one year, and it belongs to the direct power supply area of the power supply enterprise, he shall directly submit an installation application to the power supply enterprise in the area.2. After the project unit completes the project filing and necessary construction approval procedures, if there is already a power user at the original address, it shall submit an application for capacity increase to the local power supply enterprise in the name of the original power user. If there is no power user at the original address, the project unit shall submit an application directly to the local power supply enterprise.3. After receiving the installation application, the power supply enterprise shall proactively provide electricity consultation services, fulfill the one-time notification obligation, receive and check the electricity application materials, and complete business acceptance within 1 working day. If the conditions are met, the power supply enterprise shall complete the response to the power supply plan in a timely manner; if the conditions are not met, the power supply enterprise shall provide an explanation to the applicant.4. Power supply enterprises should include the power supply of charging and swapping infrastructure in high-speed service areas into the special planning of the distribution network to meet the power needs for the construction of charging and swapping infrastructure projects in high-speed service areas.5.
