It is understood that the construction of charging infrastructure in counties and towns is still in a blue ocean. Driven by policies and subsidies, a lot of capital and new roles are pouring in. It is worth noting that, unlike the logic of first- and second-tier cities, there are still many problems to be solved in the development and improvement of charging infrastructure in counties and townships.

In order to speed up the construction of charging networks with effective coverage in rural areas and support the deployment of new energy vehicles to the countryside and rural revitalization, in accordance with the relevant requirements of the "Guiding Opinions of the General Office of the State Council on Further Building a High-Quality Charging Infrastructure System" (Guobanfa [2023] No. 19), the National Energy Administration is now organizing the application process for demonstration counties and demonstration towns for the construction and application of charging infrastructure. The relevant matters are now notified as follows.
1. Overall requirements
The construction of demonstration counties and demonstration towns aims to expand the charging infrastructure network in rural areas, accelerate the construction of service networks that meet the charging needs of different regions, types, and scenarios, lead charging facility operation and maintenance and business model innovation, and promote new energy vehicles to the countryside. The scope of model counties includes county-level cities, counties, autonomous counties and other county-level administrative districts (excluding municipal districts), and the scope of model towns includes townships (ethnic townships), towns and other township-level administrative districts (excluding streets and county-administered districts). By the end of 2025, we will strive to build a charging network system with reasonable layout, combination of speed and slowness, and moderate advancement in demonstration counties and townships according to local conditions, and promote the realization of the basic requirements of "full county coverage" of charging stations and "full coverage of townships" with charging piles.
2. Key tasks
(1) Promote the construction of centralized public charging stations. Demonstration areas should be combined with public charging network planning, giving priority to configuring public charging facilities in places such as enterprises and institutions, commercial buildings, transportation hubs (stations), highways, service areas (stations) along national and provincial highways, and near entrances and exits, and extending to relocation centralized resettlement areas, rural logistics bases, and key rural tourism villages. Develop mobile public charging equipment that is more suitable for rural areas to meet the needs of rapid recharge in special scenarios such as rural tourism and returning home to visit relatives during holidays. Encourage power supply stations, postal express outlets, etc. to build charging infrastructure to provide full charging guarantee.
(2) Promote the construction of centralized dedicated charging stations. Accelerate the promotion and application of new energy vehicles and increase the proportion of new energy vehicles in official vehicles according to local conditions. Encourage qualified county and township party and government agencies, schools, hospitals and other units to speed up the construction of internal parking lot charging facilities and make them open to the public. Support industrial parks, mining areas, logistics parks, express delivery parks, bus stations, etc. to accelerate the construction of internal dedicated charging facilities to further enhance charging supply capabilities.
(3) Actively promote the sharing of community charging infrastructure. Encourage the development of guidelines for the management of charging infrastructure in residential areas. Parking spaces in new residential areas should meet the requirements of 100% construction of charging facilities or reservation of construction and installation conditions. Qualified existing residential areas should be equipped with a certain proportion of public charging parking spaces. Charging operators are encouraged to carry out "unified construction and unified service" of charging facilities in residential areas. Demonstration areas should implement the responsibilities of grassroots management agencies such as street offices, increase guidance and supervision of residential area management units, and establish a "one-stop" coordination promotion and complaint resolution mechanism.
(4) Increase support for the construction and operation of charging networks. Encourage qualified regions to introduce special support policies for the construction and operation of public charging facilities in rural areas, increase land security, and intensify the transformation and upgrading of supporting power grids. Encourage areas with suitable conditions to build distributed photovoltaic, distributed wind power, etc. in conjunction with charging facilities to form an integrated green charging system. Encourage the development of new technology applications such as vehicle-network interaction. Combined with the environment and operation and maintenance requirements of charging facilities in rural areas, the operation and maintenance system of charging facilities should be improved.
3. Organization and implementation
(1) The departments responsible for the management of charging facilities in each province (region, city) are requested to work with relevant departments to select counties and townships in the province (region, city) with great new energy vehicle consumption potential and relatively typical charging scenarios for demonstration applications, and prepare application materials for demonstration counties and townships in the province with reference to the above goals and key tasks.
(2) Determine the number of the first batch of demonstration counties and townships with reference to the promotion and application of new energy vehicles in various places. Among them, provinces (autonomous regions and municipalities) with a sales penetration rate of new energy vehicles exceeding the national average of 28.3% in the first half of 2023 can apply for up to 2 (inclusive) demonstration counties and up to 5 (inclusive) demonstration towns; provinces (autonomous regions and municipalities) with a penetration rate lower than 28.3% can apply for up to 1 (inclusive) demonstration county and up to 3 (inclusive) demonstration towns.
(3) The deadline for application materials this time is February 6, 2024. All localities are required to send paper application materials to the Electric Power Department of the National Energy Administration before this date. Electronic application materials will be sent to the contact email. The National Energy Administration will coordinate and determine the list of the first batch of demonstration counties and towns. Based on the construction situation of the first batch of demonstration counties and towns, we will study and launch follow-up demonstration work in a timely manner.
(4) The National Energy Administration shall coordinate and guide the construction of model counties and townships in each province (region, city). The departments responsible for the management of charging facilities in each province (autonomous region, municipality) must strictly implement the main responsibility for promoting demonstration construction, strengthen organization, coordination, supervision and management, and report the construction status of demonstration counties and townships on an annual basis; after the construction is completed, organize evaluation and acceptance in a timely manner, and submit a summary report. The National Energy Administration will combine the construction of demonstration counties and towns in various regions and promote the promotion of typical experiences and mature models nationwide in a timely manner.
